We are currently inviting Tenders for suitably experienced consultants
to develop and undertake a comprehensive review of our current
Strategic Plan (**Apply on the website**) and our previous Strategic
Plan (**Apply on the website**). The findings of this will inform the
development of our Strategic plan from **Apply on the website**
onwards (duration to be confirmed). The review will be based on four
key areas of work: reviewing the ?Big Picture?; reviewing details
of the current and previous plan; reviewing existing reporting
mechanisms; and developing and communicated findings. These are
outlined as follows:
PART 1: REVIEW THE ?BIG PICTURE?:
* Initial preparation work, including analysis of the current
strategic plan (**Apply on the website**) and previous plan (**Apply
on the website**), relevant departmental plans and other key documents
* SWOT and PESTEL analysis and other new / emerging frameworks that
the consultant may deem effective to use to enhance the analysis of
the context in which Threshold operates. Central to this will be
consideration of the Government?s new plan, Housing for All, and its
implications.
PART 2: REVIEW DETAILS OF THE CURRENT AND PREVIOUS PLAN:
* Consideration of Vision/Mission statement
* Gap analysis of previous plans
* Evaluation of success and areas where activities were less

* Identification of what we achieved over the last 7 years that
didn?t feature in the strategic plans
* Investigation of any strategic assumptions that have changed and
their impact on the current and previous strategic plans
* Consideration of how the above may inform the development of any
new strategic plan
* Consultation with internal and external stakeholders in a
structured way in order to gain a comprehensive sense of our impact
PART 3: REVIEW OF REPORTING MECHANISMS:
* Review of progress reporting at various levels internally
* Consideration of how best to review the strategic plan regularly,
and strategic thinking processes
PART 4: DEVELOP AND COMMUNICATE FINDINGS:
* Capture, Collate and finalise the above review
* Make clear, practical recommendations in order to best inform the
development of the new Strategic Plan, in particular in relation to:
* External and internal factors and assumptions that have changed

including our Vision/Mission
* Areas of work we have ?missed? and work we didn?t plan for,
yet delivered
* Successes; areas in which we were less effective than planned; and
lessons arising
* Key areas we start / stop / continue doing and why, arising from

* Review mechanisms for future strategic plans
* Communicate Review findings to Board, staff, committees
TIMELINES
The review will take place during October and November, with a report
prepared for the Threshold Board some time the week beginning **Apply

TENDER ASSESSMENT WILL BE BASED ON THE FOLLOWING:
* Applicant?s ability to demonstrate a clear understanding of the
tender request.
* Applicant?s understanding of Threshold, the NGO sector, and the
need for relevant stakeholder consultation.
* Experience of having previously conducted similar strategic
planning and review projects, ideally with similar organisations.
* Quality of the tender document submitted, succinct and well
written, with clear and realistic timelines and project plan.
* The project?s value for money and price competitiveness.
BUDGET
The approximate budget for the Review of recent strategic plans is

A full breakdown of costs associated with the different elements of
the development of the website should be provided together with the
proposal, including VAT where relevant.
Price increases during the term of contract will not be accepted.
Please include two references from a similar recently completed
projects.
